I have always been interested in alternate shells for Windows and know that most all of the popular ones have been abandoned years ago by their creators
However, I did find one that is still active for Windows: The Cairo Desktop Environment. It offers a clean, customizable top menu bar and taskbar. And offers options to be set as your main shell or run on top of explorer (no changes to your system). Since most users of Rainmeter enjoy customized desktops, this adds another available option that seems to be well supported...
Give it a try!
